The Former President's Progressive Alarm Overlooks Europe's Real Threat: Technological Decline.

Donald Trump's security policy document presents a misguided view of the European Union. The document asserts that open-border policies and so-called "woke" policies pose an existential risk to European civilization. Yet, this perspective is based on a fundamental misinterpretation of the reality. The actual challenge facing Europe is not societal but technological and economic backwardness.

A Glaring Economic Gap Between the US and Europe

Statistics paint a sobering contrast. Between 2008 and 2023, American economic output surged by eighty-seven percent, while a paltry 13.5% increase for the EU. During this time, EU GDP per capita dropped from 76.5% to just 50% of the American figure. Strikingly, even the poorest US state now boasts a greater average income than major EU nations like France and Italy.

Today, roughly 50% of the world’s 50 largest technology firms are US-based, while only four are European.

The Innovation Shortfall: The Core Question

The growing disparity stems from superior productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly US-centric. Over the past fifty years, 241 US firms have grown into enterprises valued at more than ten billion dollars, versus just 14 in Europe.

This gap prompts a pressing question: As the competition for future industries like semiconductors, AI, and fusion energy, what is the EU stand? Most analysts concede it is essentially a contest between two involving the US and China, with Europe entering at a clear handicap.

Root Causes of Europe's Innovation Gap

Several key reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and more dynamic system for financing new ventures. Europe still lacks a true capital markets union, which limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper European business. A American entrepreneur can launch a service under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population, is split among twenty-seven different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, business failure was once viewed with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has weakened its ability in pioneering research.

The Road Ahead: Grounds for Cautious Optimism

In spite of these challenges, there are causes for hope. European leaders are growing more conscious of the severe threat and have begun to propose substantial change. Notable reports on European competitiveness and the single market highlight the need for sweeping reforms.

With the right policies and regulatory reforms, these assets might enable far greater degrees of commercial innovation.

Europe retains considerable advantages: skilled workforce, top-tier education systems, and premier labs. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in creating cutting-edge technologies, it can still significantly increase economic output by adopting and adapting advancements from other regions.

An Inflection Point

The European Union now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. But, if it fails to take bold steps to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of world influence.
